DEEP Makes Arrest for Illegal Fishing

The Connecticut Department of Energy and Environmental Protection (DEEP) said today that State Environmental Conservation (EnCon) Police Officers have arrested two men on violations of marine fisheries laws. The arrests occurred yesterday, October 4. The men arrested were David J. Hochman, 45 from Orange, Connecticut and John J. Warnock, 65 from Pawtucket, Rhode Island. The subjects were in possession of twelve striped bass which is 8 fish (4 per man) over the daily limit of 2 per person.

The officers, acting on a complaint, arrested the two men as they were attempting to offload the fish to a vehicle on Boulder Avenue in Stonington. The two men had begun their fishing trip at the state-owned Barn Island Boat Launch, also in Stonington. They are to appear in New London Superior Court on October 19, 2011.

What is truly saddening is that both of these people are extremely highly-regarded members of the NE and USA spearfishing community. Both of these people possess amazing ability, experience and skill. It is so sad and disheartening that they'd go down this road and tarnish otherwise incredible reputations.

I've met both of these people, and was so impressed with their skill and dedication to their sport. Dave Hochman currently holds the world spearfishing record for striped bass that was well-publicized - you can check it here: http://www.iusarecords.com/world_record_list.php

John Warnock is a spearfishing legend who I felt honored to have met. I am just very sad to read about this as it was something that did not have to happen. I hope better choices will be made in the future.

I have found many times in life that real dirt bags can charm people and try and excell in some things while breaking other laws or thinking they are better than others. Good pinch.

the spearfishing guy was a chiropractor, wow, i guess it goes to show they really are crooks..

im surprised this got a press release, pretty small potatoes, few guys caught with 4 fish over the limit each, doubt it will make mention in the papers although it probably is the big story of the year for the deep. I had just assumed there are people getting caught on a daily basis with stuff like this but i guess not if this gets a news release.. oh well, these guys will get 500 in fines each, even if they dont appeal, and be out fishing next year on the other side of the Pawtucket river.. they can make a few hundread each with a haul like that... small potatoes..

Well since they can bring them to Mass and sell them for $3.25/lb whole weight (not gutted) and if they are legal Mass commercial fish, well over 20lbs per fish (I would imagine that they were all around 40 plus lbs each) if you do the math you will see they had a good payday. I would be surprised if this was the first time they did this as ENCON would be real lucky to stumble upon a one time occurance. Someone was probably seeing this and reported it. If a guy spearfishing finds a body of larger fish, 40lbs plus they have the ability to key in on those fish and do very well on a trip.
The fine may be a drop in the bucket and he will probably be back out there again, but his credibility is history at this point.

Yes John, striper arrests are made on a daily basis. This one was a bit different due to the spearfishing aspect so a press release was done.

Math=3.25*40*8 = $1,040. Still equals dirtbag+lowlife.

The unseen part of the equation is... $1,040 (times how many days)minus your reputation, minus your dignity, minus your self worth and your families honnor. Bail and fines... heck - just operating expenses (not tax deductible) Funny (sickning actually) how some people are still able to rationalize that it's worth it.

No amount gained by breaking the laws justifies doing it.

Its a pretty sad world right now. Tonight i had dinner with a guy was who is a emergency room cardiologist and telling me how he is having a hard time paying the bills and cant even get out of debt from medical school after 4 years with no hope in sight for 10 years. Yea, there are others that make good money but not all "professionals" are living the high life that people think.

As for the math .. just to help out, its 12 fish total, not 8.. The average size of a striper is more around 15-25lbs for a fair range, 40lbs each is a little silly, the price per pound lets ranges with supply and demand from 2.50 to 3.50, and we divide by two since there are two people, which will yield high and lows each of
>> 2.5*15*12 /2 = $225 each
>> 3.5*25*12 /2 = $525 each

im not debating what they did as right or wrong, just saying, four fish over the limit per person dosent sound like hardcore criminals to me. Was this catch (12 total) a big or small catch for them? we dont know... Regardless, when you think that there are people that can legally catch and sell stripers in CT, it less bothersome, atleast to me. Im sure these guys would have got the licenses if the system would have allowed them, but most commercial licenses tend to be impossible to obtain which is something that seems wrong to me.

The funny part is that Im sure the guy will be out fishing again next year, 4 fish over the limit is not that serious, if the guy knows what he is doing, the case will get plea bargained and he walks out a few hours later.. His reputation will be alittle hurt, maybe for years, i guess thats why his name was press relesaed before due process.. I dunno, maybe Im just a softeee .. But there is just a lot wrong in the world right now and this chiropractor guy is something that dosent bother me that much..

Personally, I consider this bust awesome!! I wouldn't believe a word this guy says if I was his patient which I never will be... Good point about even high end professionals suffering in these tough economic times and while a gut reaction would be to dismiss this, it would add to the class warfare movement that seems to be growing across this nation.
