State Park Fatality Investigation Concluded

In January 2016 EnCon Police responded to Bigelow Hollow State Park, Union, for a vehicle through the ice after dark. Three 19 to 21 year old individuals were able to free themselves from the vehicle and survived; an 18 year old female was later retrieved by divers and pronounced dead. After an extensive investigation including vehicle assessment and toxicology reports, the Rockville State’s Attorney issued a warrant for the 21 year old Southbridge, Massachusetts vehicle operator for Negligent Homicide with a Motor Vehicle and Violation of Hours of Operation. On October 4, 2016, Investigating Officer Danielson served the warrant on the accused releasing him on a cash bond with a court appearance on October 25th in Rockville Superior Court.

Hunting Enforcement; Vandalism
On October 7, 2016, Officer Williams responded to Rose Hill Wildlife Management Area in Preston on a citizen complaint of hunting in a closed portion of the WMA. He found two ladder type tree stands (attached with metal lag screws), and in a nearby open area found two more ladder tree stands and a seventy year old male hunting. The male admitted the closed area stands were his and that he has left them there year-round for many years, and confessed to cutting trees surrounding his stands. He was cited for vandalism charges and ordered to remove the tree stands in both areas.

Officer Vroman received a complaint of a vehicle entering a portion of Nipmuck State Forest, Union, through a locked state gate, late in the afternoon of October 14th. After walking in, he found two 37 year old males with a vehicle, canoe, camping gear and a ground fire; one had been waterfowl hunting in a nearby pond. They stated they were given a key to access the pond for hunting by ‘someone’ and had planned to camp overnight. The two were cited for illegal camping, ground fire and unauthorized trail use violations, they were escorted out of the woods after putting out the fire, and had the gate key confiscated.

Small Game Hunting

While Eastern District officers checked numerous hunters on October 15th, the opening day of small game hunting, Officers Landry and Ruggiero checked two hunters at Wangunk Meadows WMA in Portland as they returned from the field. One 28 year old male produced a valid hunting license, while his 29 year old male partner could not produce one; neither had the required game bird / pheasant stamps. It was finally determined the second male had loaned his license to the first, and that a pheasant had been taken illegally. Both were cited with license, pheasant tagging and illegal take violations, the game bird was confiscated.

On October 29, 2016, Officers Tavares and Scatena-Kurtzenacker were advised of pheasant hunters overbagging at Bartlett Brook WMA, Lebanon. Upon arrival they met a 33 year old male with four (4) pheasants (daily bag limit is two); the subject eventually admitted to hunting alone, and was cited for two counts of illegal possession of game birds.

ATV Enforcement

Officer Ruggiero received a complaint on October 30th of illegal ATV / dirt bike activity at Wangunk Meadows WMA in Portland / Glastonbury. He located several vehicles and trailers parked on a nearby road, and later encountered five (5) dirt bikers, all in their mid-20s. All were escorted back to their vehicles and cited for trespassing and operation of unregistered ATVs.

ASSAULT

On Oct. 1st 2016 Officer Torres and Sergeant Chemacki responded to Wadsworth Falls State Park for a report of an autistic juvenile that had been assaulted by his father. The two went to the park to go hiking and an argument ensued when the juvenile removed his shoes and wanted to hike barefoot. When they reached the waterfall, and began to cross it, the father became concerned over his son’s wet feet and rekindled the earlier argument. As their argument intensified the juvenile used his cell phone to call his grandmother who is his legal guardian. Concerned that she would call the father’s wife who was performing at a wedding, the father grabbed the phone from the juvenile and with a closed fist back handed the juvenile across the face. The father attempted to hit the child a second time but the juvenile was able to avoid contact. The father is currently taking medication for bipolar disorder, is a recovering alcoholic and has been in trouble with the law in the past. He was arrested for Assault in the 3rd Degree.

WANTED PERSON

On Oct. 7th 2016 while monitoring radio communication EnCon Officers heard Troop F state that Madison Police were looking for an armed and dangerous suspect that fled on foot into a heavily wooded area after a motor vehicle stop on RT 80. Madison Police were looking for assistance to apprehend the suspect. The suspect was involved in a motor vehicle theft out of Ohio, and a second motor vehicle theft in Michigan where the suspect stole a Winnebago. Officer’s Blackwell, Bruno, Monday, Kiely along with his K-9 partner Baloo and Sergeant Chemacki responded to assist in the search along with surrounding agencies, State Police and the FBI. EnCon Officers assisted by responding to several active house alarms and cleared several homes. After a long and tedious seven-hour search of the wooded area, the suspect was finally forced out of the woods and apprehended by two Aquarian Water Department Officers.

MOTOR VEHICLE ENFORCEMENT

On Oct. 19th 2016 Officer Buonocore along with EnCon Police Officer Reilly saw a motor vehicle with a severely cracked windshield travelling on Westbrook Rd. in Essex. A check of the registration plate displayed on the car came back to a 1998 Ford Taurus. Officer Buonocore saw that the vehicle in question was an older model which raised some concerns. Officer Buonocore initiated a motor vehicle stop and determined the operator of the vehicle was operating under suspension. The operator was arrested for misuse of plates, operating under suspension, operating a motor vehicle without sufficient insurance and a defective windshield.
On Oct. 21st 2016 Officer Blackwell was checking fishermen along the Four Mile River in Niantic and observed a vehicle occupied by one male with South Carolina plates. Officer Blackwell ran the registration and determined that the vehicle was unregistered and failed to have insurance. Officer Blackwell approached the driver of the vehicle and asked for his driver’s license. The individual provided a New Jersey Driver’s license. A criminal history check of the individual determined that it was an alias name and that the individual was a convicted felon and had an extraditable warrant out of Morris County New Jersey for violation of probation on a felony larceny charge and was a fugitive from justice. The individual has been residing in CT for over 6 months. Officer Blackwell arrested the individual for the fugitive from justice charge along with Operation of an Unregistered Motor Vehicle and Failure to have Mandatory Motor Vehicle Insurance Requirements, Operating a Motor Vehicle w/o a Driver’s License, Failure to Carry Vehicle Registration Paperwork and Failure to Obtain a CT Driver’s License w/in 31 days Upon Establishing CT Residency.

FISHING ENFORCEMENT

While patrolling the Niantic River area of Waterford investigating a fishing complaint that was determined to be GOA, Officer Blackwell conducted a proactive inspection of fish caught by three out of state men who had just come off of a popular party charter vessel. As a result of the inspection accused #1 was found to possess 8 Scup over the daily creel limit, 38 Scup less than minimum length, and 1 Black Sea Bass less than minimum length. Accused #2 was found to possess 2 Black Sea Bass over the daily creel limit, 3 Scup less than minimum length, and 3 Black Sea Bass less than minimum length. Accused #3 was found to possess 2 Black Sea Bass over the daily creel limit, 8 Scup less than minimum length, 4 Black Sea Bass less than minimum length, and 1 Tautog less than minimum length. Seized from the three accused were 52 Scup, 8 Black Sea Bass, and 1 Tautog. Each of the accused were issued an Infraction for the aforementioned violations. The seized fish were seized and donated to a local raptor rehabilitator in Killingworth called 'A Place Called Hope'. Officer Reilly assisted in the investigation.

SUMMARY

Over the course of the month Marine District Officers issued a combination of 102 infractions and warnings for multiple fishing violations including fishing w/o a license, possession of less than legal length and over the limit of blue crabs, black fish, black sea bass and scup, failure to have numbers on lobster pots and biodegradable escape vents, illegal taking of fish w/gill nets, obtaining a fishing license by false statement, several boating violations including insufficient pfd’s, no operator’s license, and several park & forest violations including two breach of peace violations.

PARK & FOREST

Officer Hage was dispatched to the report of a large pile of trash on Hunter's Mountain Rd. in Naugatuck State forest. Upon investigation he noticed that several articles of trash in the pile had the same listed address printed on them. On 10/08/16, Officer Hage made contact with a resident at the listed address who stated that she believed that the dumping may have been from a relative whom they had paid to clean out the basement. Upon further investigation, the suspect admitted that he had been paid to clean out the resident's basement and had decided to dump all of the trash in the State Forest because the dump was closed. The accused was issued an infraction for littering on public land.

On 10/23/16, while on routine park patrol enforcement in Osbornedale State Park, Officer Hage was notified of a domestic violence incident. A female reporting that her ex-boyfriend had pushed her in the face and spit on her in the Park. The complainant approached Officer Hage and reported that the suspect had recently left the park. Officer Chickos, Sergeant Ulkus #636, and Officer Hage searched for the suspect and eventually made contact with him several hours later in Derby, CT. The accused was arrested, taken to Derby PD for processing, and transferred to Bridgeport Correctional for overnight custody. The accused was scheduled to appear in court on 10/24/16 for violations charged with Assault in the third degree and Breach of Peace in the second degree. A short and long term safety plan was discussed with the victim who was also referred to the appropriate victim services.

On 10/25/16 while on routine patrol of Osbornedale State Park in Derby Officer Johnston saw two juvenile occupants of a motor vehicle engaged in activity that is indicative of narcotics use. When Officer Johnston approached the vehicle probable cause was present to search it. Sergeant Buckley arrived for back-up. Marijuana, a digital scale, and drug paraphernalia were found during the search. Some of the marijuana was packaged for distribution. The juvenile operator of the vehicle was arrested on a juvenile summons for narcotics charges and was released on-scene. The juvenile passenger of the vehicle was released to a legal guardian.

On 10/17/2016 EnCON officers responded to the Macendonia Brook camp ground for a report of a burglary of multiple pieces of maintenance equipment. Upon arrival it was found that at some point over the weekend someone forced entry into the garage and stole an array of items ranging from weed whackers, to professional grade leaf blowers to personal equipment owned by the DEEP head maintainer. Officers are currently working with the CSP Troop B on multiple investigative leads.

BOATING ENFORCEMENT

On 10/16/16, Officer Hage was dispatched to the report of an individual operating in excess of a "no wake zone" and operating extremely fast in close proximity to the docks at Brookfield Bay Marina on Candlewood Lake. Multiple witnesses saw this behavior and attempted to get the accused to stop but they were ignored. The complainant took a photograph of the vessel which was casting a large wake near shore and was described as a bow rider with teal trim, two toned hull, and carrying four individuals. Officer Hage arrived at Pocono Point Marina in order to conduct a patrol of the area when he noted a vessel with the same description operating towards its slip. Officer Hage approached the vessel operator who admitted to operating in the area of the complaint but did not think he had done anything illegal. Officer Hage confirmed that the operator's vessel was the same as the one in the photograph taken by the complainant. Officer Hage also later confirmed that Brookfield Bay is only 186.9 ft. in width where the accused was operating his vessel. The accused was issued an infraction for the violation of Operating in excess of a no wake zone within 100 ft. from shore or dock. Upon receiving the infraction, the accused stated that he was surprised that Officer Hage had given it to him because the accused was a "legend" on Candlewood Lake.

FISHING ENFORCEMENT

On 10/18/2016 Officer Heath responded to Bristol reservoir # 7 located in the town of Plymouth for 2 people illegally fishing. Upon making contact with them and escorting them out to their vehicles it was found that one of the two individuals was operating a vehicle with no insurance and a license plate that did not belong to that vehicle. That accused was issued a Misdemeanor Summons for Misuse of Registration Plates and No Insurance. The accused was also cited for Fishing in a closed reservoir.

PUBLIC OUTREACH:

Five District officers participated in four public outreach events, including ride-a-longs and a youth Halloween event.
