Hunting Enforcement

On January 1, 2020 Officer Nivolo located three individuals archery hunting for deer on the west side of Chapel Street in Stratford. A compliance check resulted in all three individuals not having valid hunting licenses. They did possess 2019 hunting licenses. All were issued written warnings for Archery Deer Hunting w/o a Permit.

On January 9, 2020 Officer Kerr was patrolling the Barn Island Wildlife Management Area in Stonington and observed a vehicle parked off the side of the road that had hunting equipment inside. Officer Kerr waited for the individual who eventually came back to the vehicle in full camouflage carrying a bow and arrow. It should be noted that archery season for deer remains open in zones 11 and 12 until January 31, 2020 but only on private property. Officer Kerr asked to see the individual’s hunting license and consent form and also asked if he was hunting on private land. The individual stated he was hunting on the Barn Island Wildlife Management Area and not private land. The accused was issued a Misdemeanor Summons for hunting on state land during a closed season.

On January 19, 2020 Officer Kerr was dispatched to a complaint of two individuals trespassing on private property in Guilford. Officer Kerr determined that one individual had shot a deer legally on his property and that both of them were trying to track the deer down. Both individuals had traversed onto several private properties where they were approached by the landowners and had verbal confrontations. Officer Kerr advised the individuals that they should have spoken to the landowners prior to traversing on their properties to get permission to be there. Both were issued written warnings for simple trespass. The deer was not located.

Park & Forest Enforcement

On January 3, 2020 Officer Bernier responded to Silver Sands State Park for a report of an individual illegally camping on the property. Officer Bernier observed an active campsite with cooking utensils, clothes, canned foods and prescription pill bottles with the accused’s name on it. Officer Bernier made contact with the individual who was also a convicted felon with a history of illegal camping on state property. The individual was determined to be homeless and that he has been trying to receive assistance from the town of Milford. He removed all of his belongings and was issued a written warning for the violation.


Boating Enforcement

On January 4, 2020 Officer Tefft observed an individual kayaking in Stonington harbor without wearing a Person Flotation Device (PFD). Persons operating any manually propelled vessel between October 1st and May 31st must wear a PFD. Officer Tefft made contact with the kayaker while he was still paddling and asked him if he had a PFD as required. The individual responded that he did and that it was inside the hatch. Officer Tefft advised the individual that the PFD had to be worn. The individual stated he had a buoyant suit, that he was in the Navy, had cold water training and didn’t need the PFD. Officer Tefft asked the individual to paddle to shore to which the individual stated he was all set. Officer Tefft then ordered the individual to paddle to shore to speak with him to which the individual stated “what are you going to do give me a ticket”? The individual approached Officer Tefft and stated “I have to be honest with you, I don’t have a PFD in my possession”. The individual then asked Officer Tefft to look the other way as he continued his trip. Officer Tefft explained to the individual that he could not as it was a safety issue. Officer Tefft gave the individual a PFD to wear and directed him to the boat launch. The individual was issued an infraction for not wearing a PFD as required on a manually propelled vessel.

Commercial Fishing Enforcement

On January 15, 2020 Officer Reilly was conducting an inspection of a commercial fishing vessel offloading a catch of fluke in Stonington. The commercial trip limit for fluke to be landed in CT is 600 pounds. After the offload was complete it was determined that the total fluke landed was 725 pounds, 125 pounds over the legal limit. A written warning was issued to the operator of the vessel. The overage was seized and sold to the local wholesaler who issued a check to the State of CT for the value of the fish.

On January 16, 2020 Sergeant Chemacki was conducting an inspection of a commercial fishing vessel offloading a catch of fluke in Stonington. The commercial trip limit for fluke to be landed in CT is 600 pounds. After the offload was complete it was determined that the total fluke landed was 650 pounds, 50 pounds over the legal limit. A written warning was issued to the operator of the vessel. The overage was seized and sold to the local wholesaler who issued a check to the State of CT for the value of the fish.

On January 30, 2020 EnCon Officers were conducting Federal Fisheries Compliance checks of commercial fishing vessels offloading their catch at the Stonington Town Docks. Note: A vessel looking to offload their catch in CT waters shall possess a CT landing permit for the vessel. It was determined that one of the vessels being checked did not have a landing permit and was about to offload several thousand pounds of scallops. It was also determined that the same vessel offloaded approximately 6000 pounds of scallops the week prior, again without a CT Landing Permit. Complicating things further, the captain of the vessel mistakenly poured diesel fuel into his hydraulic tank which ran the equipment to offload the product from the vessel thus prohibiting the offload by machine. The captain of the vessel was able to put the catch of scallops on ice to preserve the quality while he made arrangements to fix the damaged equipment. The captain of the vessel was issued a Misdemeanor Summons for the violation and a warrant was issued through the court for the previous violation.


Motor Vehicle Enforcement

On January 27, 2020 while driving northbound on Interstate 91 Officer Blackwell observed a vehicle driving at a high rate of speed, changing lanes without utilizing signal lights, cutting off other vehicles, forcing them out of their lanes of travel to avoid a collision and also forcing them into the breakdown lane onto the grass median. The vehicle was being operated in an extremely reckless manner and was endangering the lives of motorists. Officer Blackwell conducted a motor vehicle stop at which time she noticed that the car was occupied by two individuals. Dispatch advised Officer Blackwell that the registration plates displayed on the vehicle did not match the description of the vehicle stopped. The operator of the vehicle provided his CT driver’s license which was determined to be suspended. At this time the operator told Officer Blackwell that he was on probation for a shooting arrest out of Hartford. The operator had slurred speech and was found to have had a bottle of Jose Cuervo in the driver’s side door in plain view. EnCon Dispatch then advised Officer Blackwell the operator had an extensive criminal history including 22 prior arrests that included murder, robbery and assault. State Police responded to provide back up for Officer Blackwell. It was also determined that the vehicle did not have adequate insurance. At this time the operator was put through a Standardized Field Sobriety Tests of which he failed. He was transported to Troop I where he refused to submit to further testing. He was charged for Reckless Driving, Improper Use of License Plates, Operating a Vehicle without Registration, Driving Under the Influence, and Operating a Vehicle While Privilege is Under Suspension. A $1000 bond was placed of which he could not make. He was then transported to the New Haven correctional lockup facility where he remained with a court set date of January 28, 2020.

MOTOR VEHICLE ENFORCEMENT:
On January 9, 2020 Officer Kiely was conducting waterfowl hunting enforcement and located a vehicle at the Windsor State Boat launch. The operator was found to be operating the motor vehicle while under suspension and without proper motor vehicle insurance. The operator was arrested and a Misdemeanor Summons was issued.
On January 30, 2020 Officer DeFelice, while on patrol of the Roraback WMA in Harwinton, located a vehicle displaying a registration plate for a different vehicle. The operator was found to be operating while under suspension, operating an unregistered motor vehicle, operating without proper insurance and misuse of plates. The operator was arrested and a Misdemeanor Summons issued.
K-9 CALLS FOR SERVICE:
On January 6, 2020 Officer Flockhart and K-9 Ellie were dispatched to assist with evidence recovery at Mohawk Mountain after a complaint of a weapon and/or shots being fired in the park.

PUBLIC OUTREACH:

Western District Officers participated in three pubic outreach events at state parks and schools.

SICK, INJURED AND NUISANCE WILDLIFE:
During the month of January Western District officers were dispatched and responded to 17 calls for sick, nuisance or injured wildlife. Some incidents involved deer, bobcat, fox, hawks, opossum, coyote, raccoon and bobcat.

Public Safety Incidents
On January 24th, 2020, Officers Landry, Vroman, Waite, Flanagan, and Sergeant Johnston responded to Meshomasic State Forest, Portland, for a report after the fact of a 35 year old male shot in the leg while walking in the forest. Upon further investigation, it was found the subject was carrying a 9mm pistol in a jacket pocket when he became ‘uneasy’ and ‘freaked’ at the approach of a pickup truck towards his direction. After they passed he took the handgun from his jacket pocket and stuck it in his waist where it discharged. He was treated for the self-inflicted injuries to his right leg and later released. He was cited for illegally carrying a firearm on state property.

Hunting Enforcement
On January 4th, 2020 Officer Carlson responded to Dr. John Flaherty Field Trial Area, East Windsor for a report of an unauthorized hunt taking place. A thirty year old male was identified as the group leader, who had released ten (10) pheasants and ten (10) chukar partridge at the Field Trial Area (FTA) for his group to hunt. The subject did not possess a permit to possess or liberate the birds, nor did he have a special use license to hold an organized event on state property. He was cited for these violations and referred to the Wildlife Division for proper future authorization.
On the morning of January 8th, 2020 Officer J. Williams and Sergeants Johnston and Logiodice responded to Killingworth for a report of a dead deer in a complainant’s property. The deer had a broken crossbow bolt in it. A blood trail and human footprints led back to a neighbor’s property, where a blind was set up with pumpkins nearby. The 56 year old male neighbor eventually admitted that he saw the deer from his house just after midnight that morning, went into the blind and shot the deer using his porch lights. He could not locate the deer and later went to work. He was arrested for jacklighting, negligent hunting third degree, and trespass, with a warning for baiting. He was released on a promise to appear in Middletown Court.
On January 17th, 2020, Officers Pettus, Vroman and Sergeant Johnston responded to the area of Herrick Town Park, Bolton, for an anonymous report of a man dressed in camouflage and fluorescent orange clothing carrying a rifle on park property, who when told hunting was not allowed became irate and stated he had a special permit. Four individuals were located on nearby property (Bolton permit-required area) and were checked accordingly; one, sixty year old male admitted to encountering another person on the town park property and was warned for trespassing.


Recreational / Other Enforcement Incidents
On January 3rd, 2020, Officer Waite was patrolling Salmon River State Forest, East Hampton when he noticed a blanket off a dirt road. Further investigation found hair, bone particles and other debris, with the blanket and within a nearby radius. At this time Officer Waite and Sergeant Johnston also responded to assist. The hair and bones could not be distinguished as animal or human, State Police detectives also responded to assist. The items in question were taken as evidence and submitted to testing by the Office of the Chief Medical Examiner, who later determined all were of animal origin.
On January 12th, 2020 Officer Waite was patrolling Salmon River State Forest in East Hampton and encountered five off-road vehicles on walking trails and exiting private property, one of which was stuck near the river. Officer Wojcik and Sergeant Ulkus responded to assist. All vehicles and occupants were eventually removed. The operators were cited for trespassing and illegal use of trails, as well as an unregistered motor vehicle.
In December 2019 Officer J. Williams began investigating a complaint of encroachment on Pachaug State Forest land in Griswold. After including personnel from the Forestry and Land Acquisition divisions, Officer Williams determined that numerous barrels, crates, metal and trash were indeed on state property, and that the adjacent landowner had cut trees on state forest property because they were ‘a fire hazard.’ The items also partially blocked a state forest access gate. The landowner was issued a citation for illegal dumping/littering, and three counts of vandalism. The case is undergoing further review by the Land Acquisition Division.

Public Outreach / Training Events
Eastern and Marine District officers worked with DEEP Boating Division staff at the CT Marine Trades Association Boat Show at the Mohegan Sun Expo Center, Uncasville, interacting with record numbers of participants. Officers and staff handed out boating safety literature and answered questions on boating safety, laws and specific area regulations.
CT EnCon Police boating law instructors and Boating Division staff instructed newly hired EnCon Police officers at Marine HQ, Old Lyme reviewing boating statutes and regulations. Additional topics included registration, certifications, reckless operation and Boating Under the Influence (BUI) enforcement. This two day classroom training will be supplemented by an on-water component this spring.

I'm glad to see the enforcement actions taken at the Town Docks in Stonington. For many years commercial fisherman there went unchecked which is never a good thing for the health of local fish stocks. Thanks for passing this info along!

I know it is a Court problem, and not a DEEP issue, but for the life of me, I can't see how people with this type of record are still out putting the general public in harms way. In this case, the above mentioned individual, with all of these prior arrests, was still out free, putting our friends and families at risk while under the influence, reckless driving, and without insurance, or proper registration. WTF?
