Public Safety Incident
On February 14, 2020, Officers Curran, Flis and Sergeant Chemacki responded to the parking area of Pataconk Lake Recreation Area, Chester, following a State Police report of an unresponsive male found in a closed vehicle. The 54 year old male had been reported missing earlier in the day by Madison Police with mental health issues. State Police performed CPR unsuccessfully prior to EnCon Police’s arrival; the apparent suicide investigation was taken by Madison Police with EnCon Police assistance.

Hunting / Wildlife Enforcement
On 2/1/2020 Officers Vroman and Flanagan were following up on a hunting / trespass complaint in Pachaug State Forest, Plainfield, made in December 2019 through state foresters of illegal ATV use and possible illegal hunting. ATV tracks and a tree stand were found; the tracks led to a certain nearby residence. Upon contacting the residence, two males admitted to using a side by side UTV to access the forest and hunting in the fall season of 2019. One was cited for Trespassing with an unregistered ATV, the other was cited for illegal hunting without a license.
On the morning of 2/10/2020 Officer Bouthillier was notified by the owner of Horizon Wings, a raptor rehabilitator that a young bald eagle, that was unable to fly, was missing from its enclosure at the Ashford facility; the cage doors were open, and a lock was intact but unsecured in the vicinity. State Police Troop C investigated the incident as a larceny, while EnCon Police, DEEP Wildlife and other social media sources sought the public’s help to locate the bird, which was not found anywhere in the surrounding area the first day. The very next morning the rehabber found the missing eagle back, secured in its cage, unharmed. The apparent larceny case remains open.
On 2/15/2020, Officer Carlson was patrolling the Flaherty Field Trial Area and adjacent small game hunting areas in East Windsor, checking several hunters. She observed a 72 year old male actively hunting and then unloading his shotgun well within 500 feet of the clubhouse which included propane tanks; the hunter had no other violations and received a written warning for his actions.

Recreational / ATV & Motor Vehicle Enforcement
On 02/02/2020 Officer Heath encountered two vehicles and five people at a large sand pit in Cockaponset State Forest. A 29 year old male with a Dodge pickup truck with no valid license to operate admitted the vehicle had an improper registration and was not insured. He was arrested for the misuse, motor vehicle and trespass issues. He was released on a cash bond to appear in Middletown Court. The vehicle was towed at his expense.
On February 11, 2020 Officer Waite was patrolling the Griswold area and observed a Ford F350 truck with no truck bed turn from the state highway without working brake lights or turn signal. A motor vehicle stop was initiated and upon approaching the vehicle Officer Waite noticed that the rear tire treads were worn down with steel showing. The 19 year old male operator from Rhode Island admitted to having no insurance on the truck and borrowing a license plate from a friend. The operator was arrested for the misuse, insurance and equipment violations and the vehicle was towed. He was later released on a cash bond to appear in Norwich court.
On 02/22/2020 Officer Waite was patrolling Hopeville Pond State Park, Griswold and found a vehicle with two occupants inside. The vehicle was parked inside the park’s locked gate an hour and a half after sunset (park closed). The 44 year old female operator was found to be under suspension and the vehicle was found to be unregistered. She and her 43 year old male companion appeared to be getting ready to stay the night. The female operator was arrested for the motor vehicle and trespass violations and was released on a cash bond to appear in Norwich court. The vehicle was towed at her expense.
On February 8th, 2020, Officer Scatena was patrolling Pachaug State Forest, Plainfield, and stopped an All-Terrain Vehicle (ATV) and two Jeeps while going around a metal bar gate onto trails posted “closed to motor vehicle use”. All three operators were cited for the violations.
On 02/16/2020 Officers Carlson and Landry were patrolling Meshomasic State Forest, Portland and found two ATVs operating on the forest roads and trails; both were cited for the violations.
On 02/23/2020 Officer Waite was patrolling Pachaug State Forest Voluntown and found two vehicles and ATV trailers parked in the Hell Hollow area; he was able to make contact with one of the owners which resulted in four ATVs return to the trailers. The operators stated to Officer Waite they were operating in Rhode Island. All received warnings for illegal ATV operation. Soon after this contact a side-by-side UTV was located in the same area with its operator near a pond; he too was cited for operating an unregistered ATV and his operation was terminated.
Public Outreach
On February 14th through 16th 2020, Eastern and Marine District officers worked with DEEP Wildlife, Fisheries and Boating Division staff at the CT Fishing and Outdoor Exposition at the Mohegan Sun Expo Center, Uncasville. Officers and staff engaged attendees of all ages, and answered questions on hunting, fishing and boating safety, laws and specific area regulations.

Park & Forest Enforcement

On February 2, 2020 Officer Flis and Sergeant Bruno were dispatched to Waterford Parkway South for the report of individuals training dogs without permission. Upon arrival the Officers met with the complainant and caretaker of the property as well as the accused and an accomplice. The individuals were training beagles. Sergeant Bruno recognized the individuals from a prior complaint in 2015 at the same property where the same individual was training his dogs without permission from the landowner and was warned regarding the violation. Furthermore the individual received a letter from the property owner in 2015 that he was not allowed to train his dogs on the property anymore or trespass on the property. The individual was issued an infraction for simple trespass.

Trapping Enforcement

On February 27, 2020 Officer Kerr was checking on an active beaver set in Old Lyme when he observed an individual who was attending the traps make eye contact with him and fled the scene in a motor vehicle. Officer Kerr made contact with the individual and had him come back to the scene. It was determined that one of the conibear traps had been sprung by the individual and tossed back in the water. Another leg hold trap was also located, with a different persons, name on it but claimed by the same individual. The individual did not have the proper name and address on the traps, as required by state law, and was issued a Misdemeanor
Summons for the violation.

Wildlife Enforcement

EnCon Police received a report from a Facebook Post that an individual was seeking a new home for a Hybrid Wolf in the town of New Haven. Officers Nivolo and Blackwell responded and were able to secure the dog at the New Haven Animal Control Facility. A DNA test was administered confirming the dog tested positive for having wolf DNA. The individual was issued a written warning for the violation of having/possessing a potentially dangerous animal. Arrangements are being made to relocate the hybrid dog out of state to a legal wolf sanctuary.

ENFORCE HUNTING:
On 02/24/2020 Officer Flockhart arrested an individual from New Milford and charged him with two counts of Hunting on Private Property without written permission and 2 counts of Criminal Trespass in the third degree. An investigation had been started in December of 2019 when an individual was observed illegally hunting on Skiff Mountain Road in the town of Kent. The investigation showed the individual was illegally hunting and trespassing on two separate properties.

PUBLIC SAFETY:

On 2/23/2020 at approximately 1100 hours, DEEP Dispatched was contacted by Litchfield County Dispatch (LCD) for the report of people through the ice at Burr Pond State Park. Three individuals had been ice fishing when they fell through the ice. Another fisherman fishing nearby witnessed the three go through the ice and went over to help, falling through the ice himself. Officer Chickos was first on scene and attempted to get to the victims after donning safety gear, but was unable to reach them due to the instability of the ice. Torrington Fire arrived on scene and extricated all four victims from the ice. Two were transported to Charlotte Hungerford Hospital where they were treated for temperature related illness. The remaining two were transported to Hartford Hospital, via LifeStar. All four victims were alert and conscious at the time of transport. They were left at the hospital in stable condition.
On 2/23/2020 at approximately 1241 hours, Officer Nivolo overheard CSP Troop L dispatch State Police Troopers and the Fire Department to Mount Tom State Park for two males who reportedly had gone through the ice. Upon the arrival of responding units, both males were out of the water. They reported that they had been at the state park and while walking close to shore, fell through the ice up to their waists. Both were able to self-extricate and get to shore. They were medically evaluated by EMS on scene and declined transport to the hospital.

SICK, INJURED AND NUISANCE WILDLIFE:
During the month of February Western District officers were dispatched and responded to calls for sick, nuisance or injured wildlife. The incidents involved fox, owls, hawks and coyotes. Officers also responded to nuisance bear complaints.


K-9 CALLS FOR SERVICE:
Officer Flockhart and K-9 Ellie were dispatched to two incidents. One was a Search & Rescue (SAR) call for a suicidal party who was located prior to their arrival and the second was to assist New York Department of Environmental Conservation (NYDEC) with evidence recovery for an illegal deer hunting case.

PUBLIC OUTREACH:

Western District officers participated in 3 public outreach events at state parks and schools.
