Generally yes, however individual forests or wildlife management areas may have specific date restrictions. If you are going to hunt outside the "traditional" 3rd Saturday in October to the last day of February hunting season, give Wildlife Division a call just to make sure there are no restrictions on the area you want to hunt.

I don't know of anyone who hunts coyotes in the spring or summer, primarily because their pelt isn't all that great.
