In the 2 early evenings we drove through there we saw 15 bears of all sizes, the owl and the wolf. Cape May sticks out into the bay and is a great target during a Nor'easter or Hurricane but the Outer Banks is target number one. I did not receive this notice. I would check out "Kroll Settlement Administration LLC" BEFORE providing an details about yourself. This could be a scam looking to get your personal information.
Second, my rule of thumb... if it sounds too good to be true, it generally is. If you incurred costs recently to clean up security breaches (unauthorized charges to your credit cards, new credit cards and/or loans against your personal credit, etc.) that you did not open and required your time and resources (you hired an attorney, accountant, financial, adviser, etc.) ask that professional if you should participate.

If it looks, smells and sounds like bull sh#t; it more than likely is.
