Whos job is it to remove dead dear from the highways??

FYI, there are 3 on rt 9 South from the Exit 6 entrance down to the exit 5 area ! ! Also another deer on rt 9 north just getting on the Essex entrance.
I was a little disturbed, this am, I can't imagine what little kids think of this.
