Is it legal to hang the bait off a tree limb by a 9\0 treble hook? I can't imagine it is but told it's very effective. I hate coyotes.

Southbound: I once used a road killed deer and they ate most of it in one night, the rest dragged it into the brush where I couldn't get a shot at them when I got there the next morning. So tie the bait down so they don't drag it away.
