Just to make sure I double checked up the chain of command and with Wildlife Division. My opinion which I posted earlier is the correct version.

This is from the Director of the Wildlife Division:
The properties on which a person may hunt under a landowner deer permit are limited to those that, either as a single parcel or as one or more contiguous parcels, are 10 acres or larger. Individual, unconnected properties less than 10 acres do not come into play in either fulfilling the 10 acre threshold, or in being a property subject to hunting under a landowner deer permit.
