My understanding of the way things will work with the "new" NY license, permit or whatever they are calling it, is that your CT marine license will be good in NY waters of LIS. If you go into Fisher's Island Sound or the south shore of LI you will need the NY license. If you legally catch fish in NY waters and have a CT marine license you can legally land those fish in CT, PROVIDED that the fish meet CT's size and creel limits.
