Just one more thing to say on the matters here, the swim area side:

From experience at Gardner Lake, the locals who complain seem to be inclined to call their local police, who, have come to there aid, and issued warning tickets, and violations to fisherman complained about.

This seems to be another problem with this whole thing.The fisherman can still get a ticket by these complaining homeowners.
