The hooks are per device , not a grand total. So 6 devices with up to 3 baited hooks with or without attractors per device.


Not to confuse you, but there is no restriction on the number of hooks, only on the number of baited hooks, ice flies and what ever else is listed.
As an example take a Jigging Rapala. This lure has a single hook on the head, a single on the tail and a treble on the belly. UP TO three of those "points" may be baited. Doesn't matter if you count the hooks as 3 or 5 as long as only 3 points are baited.
