You don't any license to observe, film or hang out with a hunter or angler.....provided you don't provide any type of assistance to them. Baiting a hook, casting for them, reeling in for them, landing the fish for them all counts as assisting in the take so a license would be needed then. Just hanging out to watch what's going on doesn't require anything.
