Mean high tide, if you really dig into the statutes there is a reference to historical flood zones. Basically anywhere below the mean high tide line is public. above Hartford I'd research rights on historical waterways. Ie if you can prove the waters were used for commerce, boats, trading, log delivery ect it is an easy court battle that even large corporations will not dabble in for fear of setting a president.
