I have looked into the situation and have talked with our inland/wetlands people. The State of CT used to have an enforceable stream channel encroachment zone of 75'-150 The situation falls with the Town of Beacon Falls and their wetlands division. They should have a stream channel encroachment buffer zone between 75'-150' or some sort of buffer. Unfortunately Beacon Falls is the responsible enforcement agency.
