Based on what's happening here & correct me if I am wrong, If I were a DEP Officer, I would call in a local police, CG or whatever law enforcement agency to nail these guys on those "other" violations. I cant believe they wouldn't dispatch quickly to the scene to assist another officer.
If I were the DEP Officer (seriously) I would write them up a ticket anyway and impound their boats for taking more than for personal use (as per my personal judgement as an officer) and let the judge determine that the fine or arrest was illegal....some times you just gotta take a stand...maybe I'm offbase i dont know
oh well ...this inside info I'm hearing is coming from a lot of folks that are steamed up & rightfully so...there are more than a few ways to skin a cat and we need to try them all. Including changing the law, but not excluding other means
We don't need to call the local police to enforce registrations, life jackets, wake violations, etc. If we see the violation we enforce it. Any boating violations are just that, violations. That means infractions summonses are issued. The person is not handcuffed and taken into custody. We can not legally seize their boat for an infraction violation.
We have been in contact with Marine Fisheries and made recommendations regarding changing the regulation. You are more than welcome to add your voice to it also. Contact the Marine Fisheries Division in Old Lyme and let them know how you feel about it. Our officers are just as frustrated as you are regarding this...but they know what they legally can and cannot do.

Thanks Captain......This is kinda like a "divorce"...somewhere between what he said & she said.....is the truth.
The Black Rock fishermen are seeing things I am sure your men are not and vice versa.....oh well...such is life.
Will pursue the legal method...hopefully i can get these guys to follow your lead here (Contacting the marine Fisheries in Lyme)...but there's a lot of emotion out there right now.
And my comment about friends and family in uniform was a show of respect, not that I can do better...was trying to get to the truth as I am hearing alll kinds of crap from that harbor and am trying to filter to get to the truth and pursue the best course of action..thx

here's my opinion. A DEP official or any law enforcement officer can only enforce current laws and regulations. Making wild claims that the DEP is not doing their job in my opinion TOTALLY uncalled for. I read all the posts then called DEP marine in Old Lyme and talked to one of their biologist. He is familiar with this situation and I gave him my opinion on what I thought might be changed or added to regs so this situation can be corrected. I might think about getting a hold of the environmental committee next year if changes are being considered in Hartford. If someone sees this on the agenda could you please let me know
Captain, we appreciate your feedback, not only on this topic, but always. Everyone is frustrated and its seems to rubbed off on you too. Thanks for all your help and your service to the State.
Everyone else: I keep my boat in Black Rock hbr as well and to see what went from a huge supply of bait one weekend to nothing the next is depressing. I've sent an email to my CT State Rep. Tony Hwang asking for a change implementing a creel limit on Menhaden. This isn't just a Black Rock problem, so hopefully everyone will reach out.

Loc: CT. Got a problem with that?
we need to do something about this issue, changing the legal definition of 'personal use' is probably the best bet.
aggressive use of 'personal' gill net licenses, will lead to the same result as the old purse seine nets, that were banned. (i.e. no bunker, it will just take longer than one big net scoop). Think about it, if every single person in CT spent all day snagging non-stop keeping every single one, that would also have the same effect.
and I think it goes far beyond the loss of the bait which the predator fish in our area are eating. Menhaden are also extremely important for maintaining water quality. They are part of the food chain for nearly all fish and shellfish.
If the Encon won't do anything about it, maybe it's time to take the law into our own hands................if you know what I mean.
Allowing this to go on is disgusting.
I agree 100%, but do just as they do, dont break the law. Toss ur bunker hook in the school while they are netting just trying to "snag yourself a few". Make it very tough for them to net fish, make it known they are not wanted at the ramp.... anyone got there plate numbers PM them to me, my uncle is a Mass state trooper, and i want to know where they are from.
