Soundsfishy's idea is the best, get the boys from Barnum Village on the case. then bring them out on a porgy trip and they can take care of the James Joseph too.
I saw a Carolina Skiff unloading thousands of pogies here in MA a few weeks ago in North Falmouth . . . at BadFish Outfitter's. The name on the boat is "Silence of the Clams". There were 2 college aged kids shoveling pogies into 20+ coolers on the side of the shop.

Could not "personal use" be restrictive as well as open ended? There are plenty of things for personal use, but there reaches a point where one could never use up what was being collected. I'd say collecting baitfish in huge numbers almost everyday makes it pretty obvious they aren't netting for personal use. The quantities make that an impossibility.
