That could have been me. I use to catch pigeons under bridges with a long handled net in the 70's and I also had the permit. It was perfectly legal to do and most cops didn't bother us. Every so often we would be bothered by a cop who would make us leave. It was a lot of fun trying to catch them at night.

With the new Homeland security measures Im sure going out there in the middle of the night and playing under bridges would attract attention from the police. Heck you cant even fish around a bridge anymore.
