NYC reservoirs are very restrictive. Your boat must be stored after inspection on the reservoir grounds all year round. No motors of any sort, including electric. Need a permit from their DEM plus NY State license. Not sure if shore fishing allowed.

Before 911 - getting fishing to be allowed would have been difficult to say the least. Post 911, not going to happen IMHO.
Not that it's not a good idea, or that fishing itself would adversely impact water quality, just that the con's out weight the pro's for the water companies who are in the water business and not the recreation business.
Seeing water I can't fish bother me too....always did....but I don't see it changing around here unless there is a financial incentive for the owners.

You can fish from shore. Some of them are now allowing canoes to be used as well, though they also will need to be stored on the shore.
Yes, littering is an issue, but no more than it already is. Many organized clubs help with that regularly on public waters right now.
Yes, I'm sure many fisherman would purchase a permit to fish. Look at all those purchased for Saugatuck Res.

I don't think they should let people in to the reservoirs, and I would love to fish them.
I live near an area of the CT river that used to have a lot of shoreline access points. The amount of garbage left behind by "fishermen" is appalling. The State keeps coming along end eliminating the parking for these access spots. I am all for it, if it keeps the slobs out. These areas that no longer have easy access are already noticeably cleaner.

I agree John, I don't know why so many fisherman have no respect for the resource they are fishing. Carry in and carry out your trash. Don't get me started on smokers who think the world is their ash tray.....
