Boating Under the influence

On September 3rd, EnCon Police Officers Sean Buckley and Keith Williams arrested a New Fairfield resident for Illegal Operation of a vessel while under the influence of alcohol (Boating Under the Influence), Failure to Carry Vessel Registration, and Failure to Carry Safe Boating Certificate.

The arrest came after a boating safety enforcement stop made off Driftwood Point in Danbury when the subject was observed operating a vessel from the area of Echo Bay in Brookfield at a high rate of speed. During the course of the investigation it was discovered that the subject appeared to be under the influence of alcohol. EnCon Police officers took the subject into custody and transported him to the Brookfield Police Department where he was processed, released on a $500.00 Non Surety Bond. This was the fifth BUI arrest made by EnCon Police on Candlewood Lake this season.
On September 4th, six EnCon Police officers from the Southwest and West Marine sectors conducted a Boating Under the Influence and safety spot-check on the lower portion of the Housatonic River in the towns of Shelton, Stratford, Milford and Orange. The operation was a success as officers checked 32 vessels, issued 3 infractions, 3 written warnings, 6 verbal warnings and made one arrest for Boating Under the Influence.

Serious ATV accident in state forest

On September 10th, EnCon Police Sgt Ray Ramos and Officers Keith Williams, Ed Yescott and Jeff Bruno responded to a report of an ATV accident in Housatonic State Forest in Sharon. Officers determined that the rider, who was illegally operating in the state forest, had lost control of the ATV and crashed suffering serious head injuries as he was not wearing a helmet. The ATV operator was flown by Lifestar to Hartford Hospital for treatment. This investigation is ongoing at this time.

Illegal Deer Hunter – repeat offender

On September 17th, EnCon Police Officer Ed Yescott received a complaint of an illegal deer hunter on a parcel of private property in Suffield. Officer Yescott apprehended the subject who he recognized as someone he had arrested in 2010 for illegal deer hunting at the same location. The subject had already killed a deer, which Officer Yescott seized along with all of the subject’s hunting equipment.


MARINE DISTRICT HIGHLIGHTS

MOTOR VEHICLE ARRESTS/DWI and NARCOTICS

Officer Reilly was travelling north on Route 9 near exit 7 on the 4th of September when she heard a bulletin from the Connecticut State Police to be on the lookout for a vehicle that was operating erratically in the area. She observed the vehicle and performed a motor vehicle stop and determined that the 39 year old operator was Driving While Intoxicated. He was arrested and transported to Troop F in Westbrook for processing and released after posting a bond.

On the 10th of September Officer Reilly stopped a vehicle in Hammonassett Beach State Park for erratic driving. The 46 year old driver was arrested after failing field sobriety tests. He was found to be nearly twice the legal limit for Driving While Intoxicated. He was processed at Troop F in Westbrook and released after posting a bond.

On September 25th, Officer Stanko was travelling on Route 80 in Guilford and was approached from behind by a vehicle that continued to tailgate him. As Officer Stanko went to stop his unmarked vehicle at a red light, the vehicle behind him blew its horn, passed him on the right and went through the red light, but not before giving Officer Stanko the universal hand gesture of displeasure. Officer Stanko stopped the vehicle which was occupied with two females who said they were on their way to drop the passenger at a methadone “treatment center”. During the motor vehicle stop Officer Stanko immediately noticed numerous syringes strewn about the interior of the car. Upon further investigation he found the driver had an outstanding arrest warrant for Violation of Probation and after a brief struggle she was arrested with the assistance of Guilford Officers. After the driver was placed in a Guilford Police car she started screaming and kicking the windows of the police car. She was calmed before arriving at the Guilford lockup and was processed and charged with numerous offenses after she was discovered to have ten Oxycodone pills in her bra. Among the charges were several motor vehicle violations and Interfering with an Officer and Possession of Narcotics. The female passenger was transported from the scene in an ambulance and the driver failed to make the $5000 bond and was arraigned the next morning in New Haven Superior Court.

FISHING

September was a busy month for the Marine District in fishing enforcement. Officer Tavares had numerous fishing arrests in the East Marine Sector with incidents involving short Fluke, short Scup and Sportfishing without a license. In one incident he caught an individual who has been arrested three times in recent years in the New London area for 25 fish over the limit for Scup. In the West Marine sector Officer Chickos found an individual fishing in Milford who was wanted on an arrest warrant for a previous fishing arrest. The individual failed to plea or pay for an arrest in May of 2010 for Sportfishing without a license and a River Herring violation in Shelton. In total there were over 30 arrests for violation of fishing regulations in the month of September in the Marine District.

BOATING

On the 10th of September Officer Hey investigated a night time boating accident in Bridgeport involving a 31 foot sailboat that struck a rock pile near Bridgeport Harbor. The father /son crew that was transporting the vessel both sustained injuries. The father was released for minor injuries and the son was being evaluated for a leg fracture and possible head injuries. The son was issued an infraction for registration issues and failure to keep a proper lookout. The vessel was secured near the Brewster St. Launch after it had taken on water and partially sank.

On September 24th Officers Reilly and Williams responded to a Boating Under the Influence incident where the United States Coast Guard had detained a boater in Bridgeport that was intoxicated. After failing field sobriety tests the operator was arrested and processed at Connecticut State Police Troop G in Bridgeport and released on a $500 non surety bond.


Eastern District Highlights-

HUNTING

On September 17th, 2011 Officer Danielson was following up on a complaint of an illegal deer hunter in Bolton, CT. He had received a complaint that a bow hunter was hunting on land without written permission of the landowner. Upon arrival to the area Officer Danielson made contact with the suspect and determined that in fact he was hunting on land without written consent of the landowner. The illegal hunter told Officer Danielson that he had permission on an adjacent piece of land but knew the deer were ‘over here’, and didn’t think it was a big deal. Officer Danielson arrested the suspect and released him on a summons to appear in court.

Later on the same morning, the arrested party from the Bolton Incident went to the property he actually does have permission to hunt and found another hunter at that location. He now became the complainant and called Officer Pyznar to check it out. Officer Pyznar arrived a short time later and found the poacher in the woods, also without consent of the landowner. This suspect was also arrested and released on a summons to appear in court.
On September 17th, 2011, Officer Wojcik was on routine patrol in the Town of Windham, CT. He spotted what he believed to be a hunter parked on the side of the road. Upon conducting a short search of the area he found the hunter and checked all permits and licenses. The person had a consent form but it was not signed by the landowner. The hunter told Officer Wojcik several times that he did have permission but had forgotten to have the landowner sign the form. Officer Wojcik decided to persevere and checked with the landowner upon which time he learned the poacher did not have permission to be hunting the property. Officer Wojcik relocated the poacher and arrested him. The suspect was issued a summons to appear in court.

PARK AND FOREST

On September 20th, 2011 Officer Pettus apprehended a man for avoidance of fees in relation to a camping incident at Wolf Den Campground in Eastford, CT. The man had camped for three days in the state campground in mid-August and then left without paying. He had a habit of moving often and thought he could stay ahead of the EnCon Police. Officer Pettus was very persistent and finally caught up with him and issued him his infraction in addition to collecting the original camping fees.

I love the repeated use of the term "poacher". Drives me nuts when I see story in the news of "hunters" caught on private property, hunting Sunday, out of season, etc. Gives us all a bad rap.
