Re; Salmon Broodstock Regulation. Would a large Mepps spinner with a treble hook, that has two of the three points cut off before the bend, be considered a free swinging SINGLE hook? I see a free swinging hook to be just that. One bent individual hook being barb or barbless.

As long as two of the three hooks on the treble are removed and there is a ring or eye to allow the remaining hook to swing, it's good to go.
