considering that MDC has tightened the rules and regs for the lower portion of the res (Lake McDonough) over the last decade, theres about a zero percent chance of them ever opening the upper portion to recreational uses.
You'll get to fish it once the water company decides to sell the waterfront property, presuming you can afford to pay the millions that they will want for it.

Problem is.... people would ruin it. Your allow to fish these types res's in NY and people are just plan slobs. There's trash everywhere you look at the boat storage areas. Yes, fishing would be Fantastic and I would love to give it a run but is an easy decision for the powers that be to keep it off limits...
