If using a gaff in NY waters is legal and you take a bass that is legal size to land in CT then you are OK. Just make sure you really are in NY waters when you gaff it.

Typically, we don't gaff fish. On a few times if a very large fish comes up (50 plus), I have gaffed the fish rather then play with them getting into the net. Also, on our boat I have a rather large fish box/well that free floods when the boat is stopped and drains when we steam. The fish are cut with a knife and allowed to swim in the well (nice clean blood free fillets). Problem is sometimes it's hard to reach fish in the back of the well and they end up getting stuck with the gaff to get out. Always half wondered about the legality.
