In NH at a family function yesterday and my phone started to explode from a group email about the 50 bunker limit. Lots of questions? Is it commercial too for starters, (like the above posts). I wonder, what about ground bunker? How does this effect the bunker we keep and grind ourselves for shark chum (or buy). If I am leaving CT waters and heading offshore, am I over the limit with two 4 gallon pails of ground bunker chum?

I will reach out to the dept on Monday and share my findings..

Thanks, I have been scanning the commercial and rec. gill net regs all morning, no changes listed there yet (and according to the proposal these will not be affected).

I believe the limit is per person/ so you could have 5 gal per person aboard.

The Sound was crawling with short fish last summer , I've never seen so many Sea Bass in my life .
I don't pretend to understand fisheries management , but 3 Sea Bass when it appears a population explosion is imminent ?

You should send your resume in to ASMFC. Sounds to me like you have all of the qualifications, you could probably be department head.

More to follow but I got transferred 3xs when I asked about the 50/ 5 gall limit if per boat or person. Last person I spoke to confirmed its per person.

However, my question about transportation of frozen ground chum was viewed as a good question and would fall under the "possesion" guideline.

I asked (a scenario) if I would be considered over my limit if I was running 4, 4 gallon pails of frozen bunker chum by myself from my home port in Western CT to say and eastern destination and picking friends up? As it stands today, yes, but they felt it was a fair question and said they would call me back and address the possesion (especially if its frozen) limit as well.

I've been in contact with the director of Marine Fisheries and he sent me this:

I have already received a question about menhaden possession that we need to address. The intent of the measure is to limit “take”. I could have been more careful in the wording of the Declaration (as we are being in drafting the formal regulation) to distinguish between take and possession.

We are not trying to prevent possession of larger quantities of frozen, ground up or other obviously long dead menhaden from being possessed. This will require a little Officer discretion as to what is fresh and what is “day old”. Given that 26-142a licensed fishermen are exempt I would think the only legal and practical way to catch more than a handful of menhaden under a MWFL would be with a cast net. Possession of that gear along with condition of the fish ought to be enough for law enforcement.

That makes sense to me on that issue. I primarily use a cast net for my own personal fishing. I hope this new law will weed out the "bunker poachers" that move from harbor to harbor cleaning everything out in order to make a dime.

3 sea bass is a complete joke. Sea bass/fluke is my thing. In the last two seasons, we have never seen such a large quantity of 12" fish with a good steady pick of large 3-4lb fish mixed in. As usual the state has their heads jammed up their asses and does not have a single clue as to what they are doing. I can see 10 fish which is plenty for me and the family, but 3 is a complete waste of gas to shoot to mid sound and target them. I pay more for gas, more on taxes, saltwater licenses, freshwater licenses, and all I do is take it in the dumper courtesy of the state. Thank you, glad I invested another $70,000 into this economy for a new fishing boat that by 2015 will become a pleasure cruiser. One big f'n joke, I'd love to stuff a striper carcass up the ass of every person that comes up with this chit.
