After reviewing the new fishing guide, I sent a followup email to Peter Arrestad last Thursday.
The last word i got was that "3-rod" may not be in in the booklet when published but there would be mention of the proposal and forthcoming change. Then when the decision was finalized, the change would just be annouced.

No reply from Peter yet.
