I believe it's any fish with a size limit. You may not possess fillets without the carcass in case of inspection as far as I know, unless the fillet is larger than the minimum size.

The regulation for fluke and stipers is specific about keeping the racks on the water. All other fillets must be at least minimum size of the species. If it's close to a size limit, I would suggest gutting the fish and keeping the head and tail intact until you get to shore.
Econ we keep our boat at ragged rock no racks can be left in the basin as they don't leave, been holding racks till we get to the train bridge. Started taking pics with cell phone just in case we get check at the dock, hopefully this will work.
I have the same problem at my marina, but the way the rules read, I've had to go to keeping the racks till back at the dock, bagging them when I get off the boat and disposing of them in the dumpster once back home. Technically, you're still in violation by having fillets on the water without the racks.
It is only when you see a mosquito landing on your testicles, that you realize that there is always a way to solve problems without using violence ...

The Connecticut Charter Party Boat Association participated in data collection survey of legal bass vs fillet sizes. Supposedly, Dave Simpson Director of DEEP said it looked very promising that a rulling would be made to allow a smaller than 28" fillet for bass, based on our data we supplied. Guess that was a big waste of time as nothing has changed!

What about a weekend trip to Block? I'm supposed to find somewhere on a 23ft boat to store 3 days worth of a 2 person limit of seabass, and fluke racks?
