When striped bass fishing at Block Island you have to be careful not to exceed the 3 mile limit. If you do fish outside the limit, I have heard that if you catch a striped bass in this area you must immediately release it. If you keep any of these fish, I have heard you can have your boat and tackle impounded. My question was what is the point of the law and how does it benefit the stripers?

The fines are decided by the courts, but they will give a ticket if they catch you with a bass in the EEZ

I get all of that, but what is the purpose of the law? How is it protecting stripers?

Not exactly sure, but I've never seen a boat targeting them commercially (dragger) out there either, so maybe that's the trade off.

It is only when you see a mosquito landing on your testicles, that you realize that there is always a way to solve problems without using violence ...

The point is to keep people from fishing on the bass in the EEZ. Up here, the largest spot is BI and Montauk. Down south there are a lot more areas. The intent was mainly for commercial fishing, not necessarily draggers, but gill nets and pin fishermen.

I'm not 100% positive but I believe the law was put in place to prevent people from using stripers as shark bait.

The real question would be if you would be fined for having stripers in your posession while en route back to CT/NY waters after fishing Block. There is about a 6-7 mile stretch of water between the Block demarcation line and the NY line.

Good point Rick. I would guess they would have to catch you red handed to bust you. If you were checked on the way back in they would probably ask where you got em...I hope.

The bust peeps regularly that are too far out off SW ledge, but in the act. Likelihood of getting caught running across is a different story.
