Assault on an Officer
On November 16th while on patrol, EnCon Police Officer Blackwell observed a suspect acting erratically on the side of Route 34 in Derby.  The Suspect was pacing back and forth in front of a transit bus stop enclosure.  When Officer Blackwell stopped her unmarked patrol vehicle to initiate contact with the Suspect because of his behavior, he continued kicking and tearing pieces of metal off the enclosure.  As Officer Blackwell was attempting to maintain control and take the Suspect into custody he became violently combative.  While controlling the Suspect's hands he attacked her and physically smashed her body into the metal enclosure, metal beam guardrail and asphalt. The area is a narrow strip between the roadway and a steep drop off into the Naugatuck River.  Officer Blackwell specifically asked several members of the public nearby on the busy roadway to call 911 for help but they ignored her and moved on.  Two brothers were working in their business across the street and observed the assault on the officer.  While one brother called 911 the other brother ran across four lanes of traffic to assist.  Despite their combined efforts they still were unable to get the suspect handcuffed and the struggle continued.  An off duty Wallingford Police Officer was travelling on Route 34 and observed the assault in progress.  The off duty officer stopped and assisted Officer Blackwell and the civilian in finally securing the handcuffs on the suspect and taking him into custody.  The Suspect was in possession of a hypodermic needle and had multiple 1 to 2 foot long pieces of twisted metal he had ripped from the enclosure on his person, in addition to several other stolen property items.  The Suspect is a convicted Felon and was scheduled to be remanded back into custody for violation of his probation for a minimum of 27 months. In addition to EnCon Police charges of assaulting an officer, the subject was charged by the Derby Police for larceny and criminal mischief.

Good job to Encon. I like the report of civilians helping out the Encon Officer to subdue the suspect after she was getting assaulted. Nice at times to see civilians getting involved and helping out when they can. Speaking from experience, I was a municipal police officer retiring with over 20 years on the job. Still some people out there that have good hearts.

I'm appalled that anyone would ignore someone asking for help. If just to make a simple phone call. I'm glad to see some people helped but sux that "several members of public" would not help. PITIFUL. I recall a police officer telling me that the only thing about his job that sort of sux is it can be very thankless. Well I'll be the first to say I have no problem thanking, waving, and helping anyone involved in public safety. We see to much in the papers where the minority of public safety screw up but not enough of the majority where someone was glad they showed up. Encon/all public safety....THANK YOU...and be safe.

We don't put the names in the monthly highlights as some of the cases have gone to court already. If they have been adjudicated not guilty, received accelerated rehabilitation or the case was nolled then the names are no longer a public record. Rather than post them and have to go back days, weeks or months later to the website and redact them, we leave the names out. You have the option of requesting the report through the Freedom of Information Act from our office in Hartford. Again, if the person was found not guilty, etc., the name(s) would be redacted prior to releasing the record.
