Technically he doesn't even need a hunting license. It's not illegal to have an unloaded firearm secured in your vehicle while you are traveling unless it's an "assault weapon" or you are a convicted felon. If he's riding around with a loaded shotgun on the front seat, then you've got an entirely different situation.
