I find that this in my mind is not clearly defined whether east twin lake is 2 or 3 rod lake, we should get a specific DEEP response:

From CT anglers guide:

Allowable Number of Fishing Lines/Rods
The number of lines (with or without rods) that may be used at one time by
an angler was increased from two lines to three, except for the designated
Trout Management Areas, Wild Trout Management Areas, Trout Parks,
Sea-run Trout Streams and Trophy Trout Streams where the maximum
number of lines will continue to be two.

Statewide regulations for seasons, legal methods, and limits (page 21) apply unless a site-specific regulation is listed for a water body.

East Twin is a Trout Management Lake not a Trout Management Area. Therefore I would say it is legal to use #3 on Twin.

In the Angler Guide it states:

Trout Management Areas: Monitoring: Connecticut has eight Trout Management Areas (TMAs) and one Wild Trout Management Area (WTMA). These areas are all managed with variations of catch-and-release regulations and typically attract more angler days, sustain higher catch rates throughout the year, and are more cost effective (more angler hours per trout stocked) than areas managed under statewide trout regulations. Collectively they attract more than 100,000 angler hours per year. Monitoring provides the information necessary to evaluate the success of three TMAs and one WTMA. This information is needed to respond to sunset clauses in the regulations. Periodic monitoring of all TMAs enables the Division to determine if objectives are being met and to respond to angler inquiries and requests.

In the brochure it references it lists:

Hi,

Sorry for the confusion. East Twin Lake is a Trout Management Lake = 3rd rod is legal. Any Trout Management Area (TMA), Wild Trout Management Areas (WTMA), Trout Parks, Sea-run Trout Streams and Trophy Trout Streams = 3rd rod is not legal.

2015 Angler's Guide on page 22 under the definition of ANGLING explains.

ANGLING Fishing with hook and line, which must be personally attended. No more than three lines, with or without rods, may be used at one time, except in the designated Trout Management Areas, Wild Trout Management Areas, Trout Parks, Sea-run Trout Streams and Trophy Trout Streams where the maximum number of lines that can be used is two, with or without rods.
