You almost have to carry the manual with you to assist in retraining the official. When I bought my boat in 2011 (22 ft pontoon boat) the told me I was required to carry flares at all times in any body of water so I bought them. Since reading the link from this post this part of it caught my eye:
"Visual distress signals are to be used to summon assistance when in distress. In the State of Connecticut no VDS are required anywhere except when boating on Long Island Sound (LIS) and on Fishers Island Sound (FIS)."
Seeing as I have not plans at all to immerse my boat in salt water...mainly stick with Pachaug and Gardner...I'm not going to worry about my expired flares anymore. Am thinking about getting a portable airhorn as my whistle and the horn on the boat have something to say for themselves...they make sound but nothing that can be taken seriously lol

It upsets me that there are people doing safety inspections without the proper training. The program is set up by the Coast Guard as an outreach program to educate boaters and make them aware of the state and federal requirements. That's it.

Any vessel that is motorized, gas or electric, must be registered and display the registration numbers and validation decals on each side of the bow. The registration certificate must be carried on the vessel at all times. For vessels under 16 feet in length, there shall be one approved Type I,II,III or V PFD for each person on board. There must be a sound signaling device on board as well, ie. horn, whistle and you must have an approved visual distress signal on board as well for nighttime use. If you are on a body of water with a 10 horsepower limit with an electric trolling motor rated at 106lbs of thrust or less, you are not required to have a boating license to operate said vessel but it must be registered. If you are operating a vessel with a 10 hp gas motor on a 10 hp limit lake, you still need a safe boating certificate.

Well that's interesting about under 16 not needing VDS in daytime... I also see that you don't need a fire extinguisher (<16) if you don't have permanent gas tanks and or enclosed areas. Not that I would choose to go out with these anyway... but flares do tend to expire, and I've gotten warnings in the past. My boat is 15.5... but I will have to start carrying the registration on board in order to prove it if need be I guess. And I guess I'll need to carry a copy of the regs too in order to prove that as well.
How many people actually keep their registration on board?
