IF it's that tough and time consuming to crunch the previous year's data (which it isn't), then base the regs on thoroughly scrutinized data from two years ago......for the 2016 regs use data collected 12/31/14 and spin the data every which way they want, which would give CT DEEP 365 days to study the data and do something real with it (if their collected data was real, which its not). Or compile the data from 3 previous years, look at trends, look at averages, what they think needs to change (up or down) and publish the regs by January 1st.
The world collects data and makes decisions all the time....from 1 person companies to huge companies, cities, states, regions, etc. Why can't 1 state scrutinize some data, make some decisions, and publish them? It's not a hard concept.
It's never going to happen. And again, who cares? What good do May fluke regulations do for you in January? There isn't anything to catch most years until May. This year may be different, but if the saltwater regs don't come out until before opening day of trout, it really doesn't matter.
The State will never comply with your request. Mismanagement? Probably, but it's the State of CT. What do you expect? Nine times out of ten when you call a state office (DEEP, DOT, etc) you don't get a return phone call, and if you do its week after you forgot you even called.

The regs are for fresh and salt....and I fish about every month of every year. None of it really matters, but it just glares the mismanagement of the fisheries, lack of effort, and again agree the mismanagement of most things state/gov CT.

I don't think the DEEP failure to publish the regs in a timely fashion has anything to do with new reg decision making. It's all about wanting to publish the pretty booklet that has advertisers/sponsors all over it, and it takes a while to get it printed. As to whether you'd be pinched for not knowing about a new reg, think about what happens mid season when they shut a fishery and you missed the public notice....

Yeah, what DP said.... there is not even legal guidance on opening day or lack there of or ice fishing, whatever. This is a BFD.... You have to buy your lic. on Jan 1, but are not provided with on guideline on that day.

Agree with what a lot of what you guys say, but, the reason for the delay will reside with the Legislature. DEEP submits changes and they have to go through our inept Legislature to be approved. Can't print the regs until any changes are official.

Not right. There is a guideline - it's available at your Town Clerk's office when you purchase a license. All the regulations you listed there are found in the 2015 reg book. It hasn't expired, it remains valid until a new regulation book is printed and released. The regulations didn't expire on December 31st. If you had a license, that expired.

Not true as there are specific dates which may or may not be part of the new regs....

I once recall trying to book an early charter for one of the first fluke weekends and they wouldn't take my booking until the open dates were released as they switched from year to year.
It wouldn't surprise me if the tackle shops and charters watch for this publication early so they can plan for business.
