How come Connecticut can not open up all of it's Public Water Supply lakes and reservoirs to fishing like the New York City Reservoirs do?

Besides manpower to patrol them, there is really no reason why they could not be open for recreational purposes as the NYC does with there reservoirs.

How many people in NYC drink from those reservoirs? Never heard of any mass deaths due to pollution from fishermen.

Just imagine how many people, especially to take children away from the TV Games, and out fishing, if there was more waters available.
