Short Fluke Regulation question

So I was fishing from a pier on Subase New London here in groton. I had caught some 18" + fluke and then caught a 17" fluke. A fellow angler said that is legal because of the regulation that is posted at Fort Trumbull Fishing pier and bluff point saying that 16" is legal for that area. My response though was I don't see a posting here on this pier so I threw the "short" fluke back. The dude just rolled his eyes but my thought was I had a 18.5" and 19" fluke on the stringer so figured I had enough for a meal and didn't need it even if it was legal. Got the impression he wanted to me to give it to him but I wouldn't and released it instead. (Funny side note: Seen the dude a couple more times and he completely ignores me so if anything comes of this...I succeeded in avoiding a D***head for the rest of my life.) Anyway my question is because subase piers are not on the appendix for the short fluke and there is no posting was I correct in releasing the 17" fluke?

I've seen the notice and forget the wording but it reads like "16 inch minimum at this location only". I think you did the right thing. Nothing worse that pier fish beggars!
