Marine District Highlights

Waterfowl Invetigation

On Jan. 10th, 2015 Officer Ulkus was patrolling the Niantic River and Bay area for hunting activity. He encountered a group of waterfowl hunters which included a youth hunter. The hunters had several ducks they shot from an island in the bay. During the check of the hunter's licenses, he discovered that one individual in the party did not have a HIP permit or state duck stamp. Further investigation also revealed that the same hunter had purchased a resident hunting license but had a Vermont driver's license and both his vessel and vehicle were registered in Vermont. The accused was issued an infraction for hte state duck stamp violation and warned about making a false statement to purchase a license. Another hunter in the same party did not have a federal duck stamp. His information was forwarded to U.S.Fish & Wildlife Officers for further investigation.

Park & Forest

On Jan. 15th, 2015 Officers Tavares and Mihalyak were patrolling Nehantic State Forest. They saw a vehicle parked off the side of the main dirt road occupied by two people. The operator noticed the Officers and attempted to drive away. The vehicle was stopped and Officers detected an odor of burning marijuana coming from the passenger area of the car. The female operator was cooperative and admitted to possession of the marijuana. The illegal substances were seized and the female operator was issued an infraction for possession of less than one half ounce of marijuana.

Commercial Fishing Arrest

On Jan. 16th, 2015 Officers from the East Marine Sector were conducting dockside inspections of commercial fishing vessels landing in Stonington. Officers observed the fishing vessel Anne Kathryn offloading fish at a local fish dealer. The vessel was offloading monkfish, hake, squid, tilefish, butterfish and summer flounder (fluke). Summer flounder is a quota managed species with a current limit set at one thousand pounds per week. The vessel captain landed a total of 1158 pounds of fluke, 158 lbs over the legal landing limit. This vessel and captain have been warned in the past concerning landing limints of quota managed species. The vessel captain was charged with possession of summer flounder in excess of the current landing limit and given a court date at new London Superior court later that month. A total of 158 lbs of fluke were seized.

Drug Possession / Arrest Warrant

On Jan. 31st, 2015 Officer Ulkus was on patrol traveling south on RT 11 near Salem. A vehicle traveling at a high rate of speed passed him and continued onto RT 82. A check of the registration plate showed that the registered owner had an active warrant for his arrest. The vehicle was stopped and the warrant was confirmed with the Hartford Police Department. During a search of the suspect, marijuana and drug paraphernalia were found in the vehicle and on his person. The subject was charged with possession of less than 1/2 ounce of marijuana and possession of drug paraphernalia. He was then transported and turned in to the Hartford Police Dept.

Eastern District Highlights

Hunting

On Jan. 3rd, 2015 Officer J. Williams responded to an anonymous complaint in Pomfret where the complainant alleged a man had taken an illegal deer and was hanging it at his house in Abington. Upon arrival Officers Williams and Vroman found fresh deer sign in the driveway. A short time later the suspect arrived home and admitted to the Officers he had a deer hanging in his garage. The suspect further told Officers that he had found the deer on the side of the road. The deer appeared to have been shot in the neck. The illegal carcass was seized. The suspect was isued a summons for illegal possession of deer and released on scene with a scheduled court date.

Also on the same day Officers Lindo and Golet were investigating a complaint they had received about a gropup of people hunting over baited stands in an area not open to baiting. Upon checking the area they saw three men and a woman from Vermont hunting deer over bait with archery equipment. They were hunting deer during the closed season and did not have written consent from the land owner. All the subjects were placed under arrest and processed at the scene. They are scheduled to appear at GA 21 in Norwich.

On Jan. 4th, 2015 Officer Vroman investigated an incident in which the subject was the same person he had arested in October for trespassing. At the time of the Oct. arrest, Officer Vroman advised the subject not to go back to the property in question. The subject did go back and this time was caught by the landowner. The landowner provided a written statement regarding the 2nd trespass incident. Officer Vroman applied for and received a warrant to arrest the individual for criminal trespass and breach of peace. The subject later turned himself in.

On Jan. 16th, 2015 Officer Pettus arrested a subject who was involved in a deer hunting complaint from November where the subject , a man well known by Officer Pettus and other EnCon Officers had shot a deer on private property he did not have permission to hunt. At the time of the original incident the suspect was uncooperative and went into hiding to avoid Offier Pettus. Oficer Pettus confiscated his rifle and the illegally taken deer and also received several statements from area residents and his hunting partner. Officer Pettus applied for and received an arrest warrant for hunting deer on private land w/o consent, hunting deer during a closed season, 2 counts of failure to tag deer, 2 counts of trespassing and failure to report the deer kill. The court set the suspects bond a $10,000. The suspect was processed at East Windsor PD.

Motor Vehicle

On Jan. 20th, 2015 Officer Reilly was traveling east on a main road in Bozrh when she noticed that the operator of the vehicle behind her got so close she could not see the headlights or license plate. The driver then cut in front of another vehicle and passed both vehicles. Officer Reilly was then able to see the registration plate as the vehicle passed her at a speed possible over 100 mph. Offier Reilly activated her emergency lights and siren at which time the vehicle slowed and stopped. the operator was identified and issued a summons for reckless driving, following too close and passing on the right.

Western District Highlights

Boating Fatality

On Jan. 2nd, 2015 at approximately 0600 hours EnCon Police responded to a report of a boating accident on West Hill Pond in New Hartford. Initial reports were that a kayaker went out on the pond in the late evening hours the night before. The kayaker had not returned home and was now being reported as missing. The kayaker was identified as a local resident.
EnCon Police began a search along with local FD's and the State Police Dive team. Additionally EnCon Police utilized its' specially trained K-9 which detects human scent even through water. State Police Dive team utilized their under water remote camera. All efforts resulted in negative results. Despite the vast efforts from all agencies over a several day period, the search failed to recover the missing kayaker. The search was suspended due to ice and environmental condition and will remain suspended until conditions improve. EnCon Police continue to be the lead invetigating agency forthe boating accident.

DUI Enforcement

On Jan. 16th, 2015 at approximately 2050 hours whle traveling on RT 91 north Officer Kiely overheard on Troop I a report of an erratic driver operating a Mercury Marquis traveling on RT 91 north in the area of exit 15. Officer Kiely continued traveling northbound ad observed the tan colored Marquis swerving from the center lane into the right slow lane, almost striking 2 vehicles. The vehicle was stopped by Officer Kiely. The operator stated she was heading to Mohegan Sun Casino. Officer Kiely performed standardized field sobriety tests on the operator of which she failed to perform to standard. The operator was placed under arrest and transported to Meriden PD for processing. The operator agreed to submit 2 breath samples for chemical analysis and both revealed an elevated BAC above .08. The operator was charged for operating under the influence and failure to maintain proper lane and released on a $500.00 non-surety bond with a court date at GA 7 in Meriden.

ATV Enforcement

A male operator from Stratford was caught riding his ATV in the Naugatuck State Forest for the 6th time by EnCon Police. The operator was issued an infraction for illegal operation of an ATV without a valid registration, operating on state land w/o permission and illegal use of trails.

Boating Fatality

On Nov. 9th, 2014 a small vessel capsized and sank on Highland Lakein Winchester resulting in the death of one individual. The victims body was recovered the following morning by CT State Police Dive team. Upon completion of the investigation, the 2 surviving individuals were charged with multiple boating violations on 1/18/2015. The owner of the vessel was charged with insufficient floatation devices, failure to have a sound making device, failure to have a visual distress signal, failure to display navigation lights, illegal operation of an unregistered vessel, illegal operation of a vessel w/o a safe boating certificate and reckless operation of a vessel in the 2nd degree. The operator was charged with illegal operation of an unregistered vessel, illegal operation of a vessel w/o a safe boating certificate and reckless operation of a vessel in the 2nd degree.

So if he was not checked by ENCONN the commercial fish buyer would have purchased those additional fish? Shouldn't the fish buyer have been fined also?

Does anyone know what happened about the commercial fisherman out of Stonington? I heard something about him defending himself and the charges were dropped.

I don't like seeing or hearing draggers raping the ocean either, but 158#s over when netting seems reasonable....not like they were overfishing one by one with a rod and reel. I would rather see those 158#s sold/used vs kicked overboard dead. There should be some checks and balances....like next trip he needs to be 158#s under the limit, etc.....so at the end of the season he is within limits for the # of trips.
