CT EnCon Police WEST DISTRICT HIGHLIGHTS
DECEMBER 2015

DEER HUNTING:

On 12/4/15 while on patrol in Bristol,Officer Heath was investigating a lead of an individual illegally hunting deer _over bait in the back of his business. As he entered the area he located the individual actively engaged in hunting on the property. At that time not enough probable cause existed for an arrest of Illegal Hunting, but the individual was cited for Failure to wear 400" of Orange and Discharging a Firearm within 500' of a Building.

On Sunday 12/6/15 Officers Kiely and Johnston were dispatched to the area of Sawmill Rd. and Interstate 84E (Exit 1) in Danbury for the report of a white male walking into the woods carrying a shotgun. The male was seen exiting from a Ford F150 color black bearing a New York registration plate. Upon arrival the described vehicle was no longer in the area. Shortly after, the vehicle in question pulled up to the officers where two men then exited the vehicle. They were identified by their valid NY Operator licenses, and confirmed that they had been hunting the area earlier in the morning. A third individual,also from NY, arrived and stated he was there to help drag out a deer that had been shot just over the line in New York State. The accused stated he had written permission to archery hunt on the private land but left his signed written permission at home. He did however possess a valid 2015 CT Hunting License with deer/small game permit. The second male stated he did not have permission to hunt the property and that he was only crossing it to access his hunting area in New York. He stated he was hunting with his shotgun. The accused did not possess a valid 2015 CT Firearms Hunting License or Private Land Shotgun/ Rifle Deer Permits. Officers Kiely and Johnston helped track the deer to allow him to successfully harvest the animal as it had been shot in New York with valid licensing and permits. The deer was later found deceased within CT boundaries and not transported over State lines. As a result Enforcement action was taken against both individuals. One was issued a written warning for Failure to Carry Written Permission (Archery Hunting) and released from the scene. The other was issued a misdemeanor summons for Hunting on Sunday and Criminal Trespass 3'd. He was released on a $500.00 dollar non-surety bond with a court date of 12/15/2015 at G.A. 3 Danbury.

On 12/08/15 while conducting a patrol check of River Road/National Park Service Property in the town of Kent, Officer Crossman observed a vehicle parked suspiciously along the side of the road. Officers Yescott and Crossman,with her K-9 partner Ellie, tracked from the vehicle into the adjacent wood line. Ellie tracked up to an individual who was carrying an unloaded shotgun. Ellie then performed a search of the area for evidence and located two shotgun shells that were consistent with what was on the noted individual's person. The individual was a convicted felon, and later admitted to throwing out the shotgun shells that were in his weapon when he heard the officers approaching. The individual was subsequently arrested and charged with Criminal Possession of a firearm, Criminal Trespass in the third degree, Negligent Hunting in the third degree, Negligent Hunting in the fourth degree, Hunting without 400 square inches of orange, and Deer hunting with 00 buck.

SEARCH & RESCUE:

On 12/12/15 Officer Johnston was on routine patrol within Bennett's Pond State Park in the town of Ridgefield when he was flagged down by a Ridgefield Police Officer who advised him that they were in cell phone contact with a lost hiker within the park. Officer Kiely, officer Bernier with her K-9 partner Saydee, and Off. Crossman with her K-9 partner Ellie Mae, responded to assist in the search. During the search cell phone contact with the hiker was lost which made search efforts increasingly difficult. Shortly after losing the cell connection Officer Kiely hiked to the last known location pinged from the cell phone, and located the unharmed hiker.

Commercial Shellfish Violation

On December 3, 2015 officers from the West Marine Sector were investigating a complaint of commercial shellfishermen illegally using power dredges on natural town owned beds. Officers observed two separate fisherman using power dredges to harvest shellfish on Stamford natural shellfish beds. The two fishermen were both apprehended as they returned to their docks and issued infractions for the violation.

Boating Arrest

On December 14, 2015 Officers from the West Marine Sector served an arrest warrant on the operator / owner of a vessel involved in a boating accident in Fairfield. The accident occurred in August 2015. The arrest was the result of a lengthy investigation into a boat accident that involved two juveniles being towed on a tube. The tube containing the two juveniles struck the side of an anchored yacht, causing serious injuries to both occupants. The operator/owner was charged with; Reckless Operation of a
Vessel 1st degree (2 counts), Failure to Maintain a Proper Lookout, Operating an Unregistered Vessel, Operating in excess of slow no wake within 100 feet of a moored vessel. The suspect was released after posting a bond and is scheduled to appear in court in January 2016. The EnCon Boating Accident Reconstruction Unit (BARU) assisted with this investigation.

Boating Accident

On December 19, 2015 Officer Ulkus responded to a report of a boat accident near Millstone Point in Niantic Bay where local fire I rescue units were assisting the operator of the vessel. The lone operator of the vessel had trouble getting the twenty foot Grady White vessel back into the Dock Road Boat launch due to weather conditions and tide. The operator made an attempt to return to the Niantic River Launch but had mechanical difficulty and was forced upon the rocks at Millstone Point. The operator was not injured and the vessel sustained damage to the hull and outboard motor.

Larceny Arrest

On December 30,2015 officer Logiodice served an arrest warrant on a suspect involved in numerous smash and grab type larcenies throughout the state. In June 2015, Officer Logiodice investigated a complaint of an individual breaking the window of a parked car at Hammonassett Beach State Park. Credit cards were taken from the vehicle which was later used by the suspect to purchase goods at various stores throughout the area. Officer Logiodice obtained video footage of the suspect and related items purchased. During the investigation it was determined that the individual had been a suspect in numerous other similar incidents. The suspect was charged with; Larceny, Criminal Mischief, Credit Card theft and illegal use of a credit card.

Drug Arrest

On the afternoon of December 7, 2015, Sergeant Dwyer was on foot patrol along a winding entrance road in Bolton Notch State Park, Bolton, when he heard a vehicle approaching him at high speed. The vehicle, occupied by two males, came quickly around a turn in the road, corning very close to Sgt. Dwyer. He got in his patrol vehicle and located the subjects and their vehicle parked in a remote portion of the park. As he approached them he saw the driver rolling an apparent marijuana cigarette; the occupants admitted to having more marijuana in the vehicle, neither occupant had any identific ation, and the car registration came back to a different vehicle . When Officers Blackwell and Bouthillier arrived on scene,
a search of the vehicle revealed numerous alcohol bottles, a backpack with drug packaging materials, a sca le, one hundred fourteen (114) Xanax pills, and over $300 cash. The 19 year old passenger claimed the pills and backpack were his, and during the investigation he was receiving messages from individuals looking for drugs. Both subje cts were arrested and transported to State Police Colchester Barracks for processing. The 20 year old driver was released on a $500 bond on vehicle registration and insurance charges; he was also charged with violations for possession of marijuana, alcohol by a minor, and other park and motor vehicle statutes. The 19 year old was held overnight on a $50,000 cash bond in Hartford detention center for next-day arraignment in Rockville superior court on felony drug charges of possession of narcotics with intent to sell,as well as marijuana and false identification violations.



State Park Incidents

On December 11,2015 Officers Blackwell, Ruggiero and Fergason responded to Cockaponset State Forest, Haddam, for a reported one car accident into a tree on a forest road. The lone male occupant had been found disoriented, seated in the driver's seat with a strong odor of alcohol about him; the vehicle was heavily damaged down an embankment, and the engine was cold. The male could not recall if he had the accident that morning or the night before. He was transported for evaluation with minor injuries, and was charged with motor vehicle and park violations.

On December 18, 2015 EnCon Police dispatch was notified at 2 :30 AM of three 18 year old males in Pachaug State Forest, Voluntown, who had ingested marijuana and one was now sick. Officer Arsenault responded and assisted emergency medical responders with the incident; the subject was treated and released, and was issued a violation for park statutes.

Early in the evening of December 28, 2015, Officers Danielson, Reilly with K9 Hunter, Tefft, and Sgt. Dwyer responded to Breakneck Pond in Union (Nipmuck State Forest) for a report of a lost male hiker who was not prepared for the dropping temperatures or the forecasted freezing precipitation. The subject was located by officers with the canine and was escorted to out of the forest and treated for mild hypothermia.
