No, you'd be in violation if you were using that jig head to target Salmon. If you catch a salmon just let it go and you should be fine. As long as you're not targeting that species I don't see how it'd be a problem.

I'd assume this is similar to the whole pike issue at Mansfield. Can't fish for pike there during their spawning season....so how does the DEP differentiate between someone pike fishing or bass fishing? Well if you're got a monster spinner bait with a steel leader it's pretty obvious.
