It is not illegal, however I would not suggest doing it on state land.

On private land there is a certain amount of control over who will access the property. So, if you put out a mineral lick and the property owner is aware of it they can notify anyone who they give permission to hunt about it.

On state land anyone can access the area and you could put someone else in a position where they could get arrested. Even though you specifically stated that you would remove it before a hunting season, if there is any of the bait/mineral lick remaining and someone hunts over it they are technically in violation.
