I quess I'm not that surprised that the state that gives you a free license, makes sure you can't use it for anything(ecept sqirrels, etc.) without an additional fee.
Any help in pointing this out to the powers at be would be appreciated. I know it costs money to purchase pheasants, etc. but when it comes to other species like deer, that just seems to be another issue.
