Just remember if your convicted (and the regulation as written is fairly clear in it's wording if not intent) you loose your hunting and fishing rights for a year. So you'll need to get a sympathetic DA that pleads you out to something non-wildlife related or a judge who thinks DEEP is wasting the court's time and throws it out. As you know I'm not a lawyer but go into it with your eyes open.
Since it's a regulation and not a law it literally won't take an act of legislation to get the reg reworded. Maybe to define a close group of individual blinds as falling into a single group not to exceed 6 persons. All persons to be in a row facing the same direction, within 10 yards of each other for safely.
