I am building an indoor home aquaponics system with my son. It includes a 300 gallon fish tank that interfaces with vegatable grow beds. I am considering raising trout in the tank and it is unclear to me if I need a permit to possess these?

Nearest I can tell "A permit from the Department of Energy &
Environmental Protection is required for the liberation of live fish or live fish eggs into any pond, lake, or stream in Connecticut."

Since I will not be releasing theseinto a pond or stream is the permit required?
