It looks like it's Straitsville Brook in Naugatuck. They are not near the Naugatuck River so I don't think it would be coming from there. They do have several holding ponds on their property so what they may be looking for is to draw water from the brook to replenish their ponds.

We don't get involved with water permit issues so I'm in the dark as much as you are.
