I would think the only legal and practical way to catch more than a handful of menhaden under a MWFL would be with a cast net. Possession of that gear along with condition of the fish ought to be enough for law enforcement.
That makes sense to me on that issue. I primarily use a cast net for my own personal fishing. I hope this new law will weed out the "bunker poachers" that move from harbor to harbor cleaning everything out in order to make a dime.
