I have the same problem at my marina, but the way the rules read, I've had to go to keeping the racks till back at the dock, bagging them when I get off the boat and disposing of them in the dumpster once back home. Technically, you're still in violation by having fillets on the water without the racks.
It is only when you see a mosquito landing on your testicles, that you realize that there is always a way to solve problems without using violence ...
