My guess is, because they're using a paddle rather than their arms like a traditional surfboard, that puts it under a different category. Either way, they're a real nuisance in a tight channel like Clinton or Guilford! I have no problem with the people that know the rules of navigation, but most people that rent or buy them have no clue.
It is only when you see a mosquito landing on your testicles, that you realize that there is always a way to solve problems without using violence ...
