If you remove the pads the offset is under the pads so you have a offset trap but the pads fill the offset. MB's, Jakes, and victors are all this way.
The Jake trap is great as you can use it with the pads or remove the pads and have an equivalent to a offset laminated trap to use in other states
All padded traps are mfg this way unless they were modified by someone to not have the offset, but on a trap that has a dog the pad would get in the way of the dog engaging the pan.
