The state has no control. It's a town thing.
Bottom line is. Despite the plethora of obscure regulations....that make no sense half the time...be glad they let you on the water at all.

Blame our forefathers....who came here for freedom and liberty....but just as quickly bought up property and took away both. You have the freedom to buy stuff and make it private. Hip Hip Hurray.
