Boating regulations state there must be a responsible observer on board at least 12 years of age or older. The operator of the vessel and skier are responsible for operating in a manner which does not harm or strike another person or vessel. Waterskiing is forbidden 1/2 hour after sunset until sunrise. No person shall operate a motorboat at a speed in excess of slow no wake within 100' of shore, or a dock, pier, float, or anchored or moored vessel unless taking off or landing a waterskier. Speed, when there is no speed limit posted you must operate the boat so it will not endanger others. When passing near marinas, fishing areas, swimming areas, a vessel at anchor or similar areas, reduce speed. Operators are responsible for damages caused by their wakes. FYI, not that this applies here and there are obvious violations, but this has come up in the past with people fishing from boats that are drifting, if you are not anchored or moored and are drifting, you are considered underway.
