I got my combo last night and was told that the regulation books for fishing were not comming out till April . My question is without the book how do we know about any changes ?. Also how would you enforce any changes if the puplic will not be informed about them till the book comes out in April ? Thanks Bill

What it means is this..
According TO the law, you are "bound to KNOW the law". How you go about doing it is your obligation, NOT them that MAKES the law.
In the eyes OF the law, they provide the information ABOUT the law as a courtousy, not a legal obligation.
