If you are directing the dogs to find, flush, and or retrieve birds. You basically are hunting, although without a gun. Dogs can catch and kill game birds all on their own. If your directing them to hunt then I would say you need a license. If your just walking with the armed hunter and he's directing your dog than that's a different story.
